Over time, interest or general will become more diverse as more and more a completely public, and hence the role of government functions, namely the general will to prioritize which ones should take priority.

In essence, the social contract was created from the start before a state or government up and running. Refer to this social contract, it becomes an obligation for the government to run the country to bring a nation to achieve a common goal. If the goals or interests of the people are ignored or even violated, it means the government has violated the social contract.

From the explanation of the forms of government, Rousseau insists that not all forms of government could be applicable in all countries, this depends on many factors such as compatibility with the natural and geographical conditions of a country.
