Development is a process, which is necessary in the process of the factors that support each other, human resources, natural resources, and the last is the capital. What happens in a building if one of the three components is missing, whether the development process that will be held? Then, the third factor or component, what is more important?

Human resources. Quality of human resources, has two important parts, namely the idea and execution. In other words, human resources both require the existence of a dynamic power of thought and logical. In addition, also needed a reliable technical quality. Nature is not for the exploitation, but nature is something that can be explored by human beings.

Capital. To establish the relationship between the maximum and optimal human resources with natural resources, the necessary capital. Where it relates to the development of human civilization which was heading towards a modern civilization (even postmodern). If the earlier times, people only have the purpose to provide for himself, so now there is a tendency to have more than primary requirements.
